Collective AI licensing

The problem

The AI licensing deals announced so far are available only to publishers large enough to be at the table. Everyone else finds their content used, with no realistic route to a deal.

The solution

PLS launched a voluntary collective licence: publishers opt in and deposit content into a repository built by the Copyright Licensing Agency; AI companies license from that pool for training, fine-tuning and retrieval; revenue flows back to the participants.

What is distinctive

It extends a mature collective-licensing infrastructure to generative AI, and it is open beyond PLS members – book, academic, magazine, news and educational publishers alike.

Evidence

• Launched at the London Book Fair in March 2026.
• PLS returned £48 million to publishers through its existing schemes in 2024–25.
• No AI licensing revenue figures exist yet; PLS itself calls estimates premature.
